Born and raised in Berks County, Pennsylvania, Carol moved to Delaware in 1973, where she held a variety of positions while continuing her education part-time. Her work ranged from manufacturing waterproof coveralls for U.S. service personnel during the Vietnam War to serving with the State of Delaware Highway Department's Bureau of Traffic. During this time, she pursued studies in criminal justice, business, computer science, painting, and completed three years of American Sign Language coursework.

In 1983, she relocated to Virginia Beach, Virginia, where she began her career in the fine jewelry industry. She returned to Pennsylvania in 1990 and continued building her career in fine jewelry, developing lasting relationships within the industry and her community.

Committed to professional and civic involvement, she became a member of Executive Women International (EWI) and her local Chamber of Commerce. Her interests include art, coin collecting, music, and reading.

She is the proud mother of one daughter, whose job is to bring peace, love & laughter to the residents of Good Shepherd.
